Theres a subtle difference between the two: legendary Chinese Pokemon seems to imply that it is on par with the other legends (having universal acclaim as such) and is of Chinese origin, while legendary Pokemon in China implies that it is a Pokemon that has only achieved fame in one locality (China) and leaves no hints as to its origin
