The 1st Edition uncommons in Shadowless packs mentioned in another thread (Identifying Shadowless & Unlimited Base set Boxes & Packs) could be an indication of such a surplus

We also made this estimate when we first discussed these back in 2017/2018 (see the thread and blog linked by @Dyl earlier), when only one or two copies of each card had popped up

While in theory it can be good against control decks, in most matchups it is too slow (although it can be sweet with Engulf the Shore if the game goes super long, since we can bounce it back to our hand without actually getting in combat damage)
